The Hong Kong Film Development Council (HKFDC) is stepping up its efforts to revitalize the local film industry with the introduction of the Film Production Financing Scheme 2.0. This new initiative marks a significant progression from the previously established “Relaxation Plan,” which was implemented during the pandemic’s peak in July 2020. The ongoing recovery from the detrimental effects of the pandemic, characterized by strict border controls and public health measures, has necessitated this overhaul to ensure that the local cinematic landscape can regain its footing.
The COVID-19 pandemic caused a significant disruption in film production activities in Hong Kong, halting many projects and forcing filmmakers to adapt to a new reality. Although the industry has seen some recovery in recent years, box office figures and production volume have yet to reach pre-pandemic norms. Addressing these shortcomings, the original Relaxation Plan successfully funded 23 notable film projects, including the box office hit “A Guilty Conscience,” which has achieved remarkable success in Hong Kong’s cinemas.
The Film Production Financing Scheme 2.0 retains several key elements from its predecessor but introduces enticing enhancements aimed at stimulating production and attracting investment. One of the most notable changes is the increased maximum contribution by the government, which has risen from HK$9 million ($1.16M) to HK$10 million ($1.28M). This increase is vital as it not only sets a larger financial safety net for filmmakers but also demonstrates the government’s commitment to fostering a sustainable film ecosystem.
Additionally, the scheme continues to maintain the same production budget cap of HK$25 million ($3.2M). This threshold will allow filmmakers to access a reliable source of funding while ensuring that projects remain manageable in scope. Enhanced cash flow is also a priority; applicants can now receive up to 70% of the government funding upon the commencement of principal photography, a marked increase from the previous 50%. This early disbursement is a crucial aspect for many projects that might face cashflow crises due to unexpected delays or financial constraints.
Another pivotal development within Scheme 2.0 is the increase in the applicant quota from two to four main financiers. This broadening of financial opportunities will likely attract a more diverse range of investors who can share in the risks and rewards of film production.
